I was mainly interested in whether it (he) was a person or a computer. I don't have particularly strong opinions about a person's social views.

Its less a matter of reversing white flight as it is reversing wealth flight. Although related (most wealth is in the hands of whites), the two are not identical.

I think it can be broken down into three things that need to be in place (much easier said than done, of course) in order to entice people to freely choose Chicago versus other options (as opposed to being stuck in Chicago with no option to leave.)

1. Safety (low crime)
2. Affordable quality educational opportunities for kids (good public schools)
3. Amenities which the suburbs don't/can't offer (This primarily means proximity to jobs/good transit.)

#1 & #3 is currently in place in parts of the city (north lakefront) and is apparently sufficient for the single/young/childless. Still much/most of the city lacks #1 & #3, and none of the city really has access to #2.
