I'm looking to work in Downtown Chicago and move my 3 kids there. I need a 3 bedroom place(preferably a house), in a somewhat safe place with decent schools. I'd like to pay between 850-1000. Is this possible? I know Chicago is pricey, but I've heard the out skirts are a lot cheaper. Where can you recommend to live at with my price range? What are cities to look in that I can rent in this price range? I'm a waitress, so I don't make tons of money, but I need a safe place for my kids and I've always loved Chicago. Right now, I live in another state and pay 925 for a 3 bedroom in an ok neighborhood(no crimes ever and decent schools). Any help would be greatly appreciated e.g. cheaper safe cities, places to avoid, where to look, how much I might be paying for a 3 bedroom, ect.

$1,000 won't get you much in terms of a 3 bedroom in a good neighborhood with decent schools. Though go outside of the city limits, southwest for example, and there is this.

3 bedroom for 850-1000 in downtown? Not even close. I pay almost $1400/month for a 1 bedroom and that's considered under average for the area and my building is over 30 years old. Chicago is cheap when you compare it to NYC, Los Angeles, DC, Boston, San Francisco, etc but it doesn't mean it's cheap when you compare it with say Des Moines or one of a thousand cities under the population of 100,000 people.
Your best bet of kind of safe areas would probably be to look around an area like Bridgeport, McKinley Park, or somewhere near Midway Airport, but even then, I doubt you'll find a ton of stuff - but you never know. Otherwise, look in the suburbs and ask the suburbs forum..Something for $1000/month in the city and 3 bedrooms probably isn't going to be too great anyway if it's in a safe neighborhood, but possibly livable.
Here's some I found in the city for that cheap in at least OK neighborhoods. I have no idea how the schools are in these areas though and I think most of these are apartments, not whole houses:
