I think people from the inner ring suburbs like Park Ridge are more likely to make a distinction between going downtown and going to different parts of the city. However, people further out actually have a tendency to call the entire city "downtown".

I've started calling it Chick-a-go-go lately just to be stupid. Chi-town is something I hear others say who don't live in the city. As far as the-chi - I think that sounds extremely stupid.
