I'm on board here in Milwaukee, up here in MKE the meter maid will chicken hawk it in a parking lot where they will wait till meters expire and the will wait right next to your car or the meter to expire and BAM!!! ticket, I saw in a pouring rainstorm once a meter maid with a long tape mesure, I asked what are you doing? he replied "none of your damn business", so i watched and he actually measured a car's bumber to a drive way and it was 6inches to close and wrote the car a ticket for 40.00!!!

I see them do it every morning in Rogers Park.
At 7:55 AM the Meter Maids pull into the metered parking lot behind my apt. At 7:59 he gets out of the van and starts punching in the ticket.

The law is they cant linger and wait for a meter to expire; they have to keep moving.
But I think what you're describing is slightly different since basically that is the time that enforcement for that meter begins.

My friends were talking on the way up to Belmont from Diversey last night how they've seen a HUGE increase in the number of open meters in the past few weeks. All along Halsted and Clark.
I looked and it was true, at 7pm the entire street was wide open for parking. No one even thinks about it anymore unless they have a bucket of quarters.

Dont know about the law, but the intent is the same.
They are lingering there, as they wait outside several minutes. I know that that they need to make a living, but I dont know if id be able to sleep at night with their job.

Really? They're not skinning babies or anything. I would hate that job, but I suspect I'd sleep just fine.

To each their own, I dont think I would be able to give tickets to people that may already be three months late on their rent.
I guess after enough sob stories and enough people telling you to 'f off,' you would get rather numb to it.

I read today that some small businesses, shops and restaurants are supporting the hike because it encourages faster shopping and higher turnover. But don't they understand that, in the long run, people will get sick of having their dinner experience cut off early or, even worse in the winter, having to run out to feed the meter during dessert? What if they receive slow service and that's the reason they're taking longer to dine? It really might encourage some resentment and hostility.
