I was going to leave a snarky comment, but then I realized that this may be confusion between the word "metro" and "downtown". The Chicago Metropolitan area comprises of the city of Chicago and expands to the suburbs or Joliet and Naperville. The Chicago Loop is the area bounded by the el train in downtown Chicago comprising of most businesses and the financial district. Hope that helped.
