We always seem to quibble over these pesky neighborhood boundaries. I was under the impression that the diagonal tracks that run a smidge east of Milwaukee were the western boundary of Irving Park.

Well it is the boundary between the Irving Park "community area" and the Portage Park "community area" but it is not the boundary between the neighborhoods of Portage Park and Old Irving Park.
Those tracks signify the "community area" boundaries.
Community areas are for research purposes only. I wish people would stop using the community Area boundaries in discussion...
The city of Chicago says the boundary between Old Irving Park and Portage Park is Cicero and I agree.
Growing up the boundaries the City presents now is what I was taught years ago.

It has been my observation that the people on the other side of the tracks consider themselves to be part of Portage Park. The tracks are a definitive barrier separating the two; those on each side associate themselves with the neighborhood on their respective sides.

I gotta disagree with you there. The community areas have their basis in hard fact (ie, the townships of Lake View, Jefferson Park, etc) - neighborhoods are what I've seen largely manufactured/manipulated by realtors and developers in the past 20 years.
Who exactly determines the boundaries of neighborhoods? It usually isn't the residents...

Ok, so I looked at an apartment in Old Irving Park on Keeler near Addison....
We REALLY like the apartment and the street that it's on (very pretty street!), but I'm wondering if $1350 is a bit too much for the area. There isn't A LOT around. I guess, I was hoping to get a better deal moving to a less hip, trendy, in-the-center-of-it-all 'hood. I think we would jump on it if it was $1250.
What do you think? Is $1350 for a 2 br + a small den, NO utilities included, central air & heat in Old Irving Park too much? Does anyone ever negotiate rent with a landlord?

sounds high, but not outrageously so. have you tried searching the area by bicycle? it's a good way to see for rent signs in owner-occupied buildings, which I've found to usually be kept up well.

CM- I looked at a place in January on Kedvale just south of Irving Park over by the school. It was close to the metra and blue line and on a very desirable block. It was the top floor of a two-flat 2/1+den with parking and laundry in unit. Very well updated, granite counters, stainless appliances with central AC and it was $1175 so I would say that yes, $1350 is far too much for the area.
