Chicago gang question.
Does anyone know (or is it just me that has noticed) what the symbolism is of the white tee-shirt or towel thrown over the shoulder of hispanic gang members?
Maybe is doesn't represent anything at all or is some new fashion statement I'm not yet aware of but I often see these young hispanic males whom look like they definitely could be gang members walking around with this.

Nope have nothing to do with gangs. As an young African-American male, I do the same thing sometimes too. It was 90 degrees yesterday, so it gets hot.

But these guys aren't walking around shirtless, they have a shirt on and another one, always white, over their shoulder.
If it means nothing, then it must be odd that I notice it. Thanks for answering my questions.

Are they wearing tank-tops underneath? Sometimes I see young dudes wearing 2 baggy shirts.

While I doubt that it is a gang thing, many "urban" fashion statements are influenced by gang/crime accessories. For example the long white tees that you see a lot of kids wear serve two purposes for criminals: 1) the length of the shirt helps to conceal weapons, and 2) the plain white look of the shirt is very non-descript, making it more difficult for police officers to describe a suspect. Of course, it could also be just because white tees tend to be the cheapest type of shirt...
