It's not just that. It's also "gentrification" pushing people further out from areas that are newly desirable. People want to be close to downtown for the convenience and lifestyle, and that has raised land values. The "beach head" on the South Side (i.e. South Loop) now extends down to streets in the 20s and literally butts up against the CHA projects, and Pilsen is also starting to flip in spite of efforts to fight "gentrification".
