First, I would like to say that these are not neighborhoods- they are intersections. Second, I would like to say how in the hell is State and Garfield #2 in the country? I agree it's bad, but I've seen worse

How can it even be bad? Nobody lives there. There was probably one incident but since the population there is, like, three, it registers as a gigantic per-capita number.

The idiots used crime date from when the Robert Taylor homes were still there, then divided by the present population numbers.

Do you know that for a fact? I would be surprised if that area was not number 2, or 1 for that matter, when those projects were still up - even with the population from that time.

The years used were mentioned in a TV news story on this, which I now can't find on youtube. It was the last three years of available crime data 2005-2007 with population numbers from 2007.
