City ordinance requires property owners to clear the sidewalks within 24 hours after a snow. Some are lazy bums and don't bother and unfortunately the city is very lax about enforcement, but most people do keep the sidewalks cleared.

Ditto, these boot things are pretty great for the snow and ice. Although, if you're going grocery shopping or something, take them off when you get inside...they don't do well on hard surface floors (they slide) and I learned the hard way!

Even in winter there are a range of weather possibilities...just wear a lot (I recommend a face mask too, but I'm from CA and I suppose kind of wimpy, hehe) and leave a little early in case you have to trudge through snow. I'd say if you have to walk more than 5 blocks at a time everyday, you'll probably get tired of it real quickly, but it all depends how you prepare yourself.
