I'd go for the mid-day club.
Housed on the 56th floor of the Chase Tower, Mid-Day club boasts of breath-taking panoramic views of the city below. Plush decor of this place makes it an ideal venue for private parties and other social gatherings. Looking for a perfect place for D-day? Well Mid-Day club is at your service. Right from catering to dressing-up of the bride, the excellent staff provides assistance in every possible way. Celebrate your happy moment while you feel on top of the world!

What the hell are you talking about?
Anyway, to the OP: check out the Signature Room. It's a restaurant and lounge on the 95th and 96th floors of the Hancock Center with 360° views of the city.

actually the best restaurants in chicago are not on top of the city in a highrise. They are found in understated settings. Tru, Alinea, Charlie Trotter are all romantic and classy places where you and your gf will be pampered to the tens and treated like king and queen. Just expect to drop somewhere between $500 to $1000 for dinner for two.
