Does anyone know if a 2nd grader can go to school half day and the other half day, she can be homeschool? Does this need to be approved by the superindent of City of chicago or does it have to be approved by the principle?

I do not think this would be allowed in the public school system since most elementary level schools do not have any sort of rotation class schedule throughout the day, your child's leaving would be viewed as a disturbance. You may be able to work out something with parochial or nondenominational private schools though. Not sure where you live but the first school that comes to mind that may be more open to non-traditional attendance is the Near North Montessori off of Noble and Division.
