That doesn't even make any sense. Painting with a broad brush requires actually making a characterization. Such as assuming people in the 'hood lack the industriousness to figure a way out.

"Anyone who wants to make it out can" is not painting with a broad brush. It's a statement about a specific sub-group, which is pretty much the opposite of a broad brush. Making excuses for the whole lot, on the other hand, is painting with a broad brush.
