I'm about to sign a lease on a garden level apartment. I'm concerned that it isn't safe although it is in a pretty safe neighborhood- East Lakeview. Any thoughts on whether or not garden level apartments are safe?

I would never rent a garden apartment that didn't have bars on the windows. That, combined with potential flooding of the unit during a mega rainstorm, would deter me completely. I've seen many garden apartments flood when the sewers backup and it is a nightmare.

Yeah, we just called them basement.

There is a distinction though -- you can't put a legal unit in a full basement, so to really be a "garden apartment" the ceiling level has to be high enough to fit outside windows.
