What would make sense is having a toll booth? So motorists would know to slow down, pay the toll, go through the toll booth, fee is paid. Then drive on.
It's effective because most commuters in Chicagoland have an iPass. It actually keeps traffic moving better during rush hour, because nobody is stopping on the tollroad.

What would make sense is opening your eyes and seeing signs directing you towards the "cash" toll. If you blew a stop sign because you "didn't see it," you would still get a ticket.

There is usually signage ahead of the Open Road Tolls that tells you where to move if you have the I-PASS vs. where to move if you are paying Cash. In all circumstances with the exception of entrance/ exit lanes, and the Chicago Skyway, the I-PASS lanes are on the left and the cash lanes are on the right. If you drive through a cash lane, there will be a bucket or an attendee on your left side, and a lever in front of your car preventing you from going without damaging the front of it. That lever will raise upwards upon your successful payment of the proper amount owed. If you do go through the IPASS lane without the IPASS, you have seven days to go to www.illinoistollway.com and pay your unpaid toll before you get a ticket. They will have your plate # on file.

Well, your first clue is when you find your car heading up or down on a ramp. When that happens, look for an adjacent sign that says the ramp leads to a tollway. Then you will periodically see massive steel columns over the road that say open road tolling on the left side, and rows of little booths to the right. Guess which side you should be on? If this thread isn't a joke, then you have to be drunk or high while on the roads to miss the toll plazas. The only other possibility is you may be mistaking a red light camera ticket for a toll violation.
