You get what you pay for. You can't live anywhere people want to live for that kind of money. Maybe you can pay that in a rural area with few well paying jobs in the vicinity, or in a run-down dangerous area of Chicago. But that kind of rent would put you on such a miserable block in Chicago that it's not worth moving across the country for.
If you had a roommate or a couple of roommates in a 2-3 bdrm you're getting close...you might be able to do $500-600 with utilities in an OK area.
Rents in places convenient to downtown Chicago are high because there are comparatively a lot of high paying jobs there.
