I've been looking for a two car garage to rent in the city. Many specify "no mechanical work please." Why are so many renters opposed to mechanical work?

I'd guess it puts a much higher degree of wear and tear on the building and associated furnishings compared to renting it as an 'artists studio' .

This is the sort or thing that really disgraces Chicagos blue collar soul- when the garages being rented out aren't permitting people to use them in the capacity they were invented for in the first place.

It's probably because the owner/landlord doesn't want grease and oil all over his garage. Working on cars can get pretty messy.

I would talk to the person renting the space and talk to them about what type of mechanical work you're planning on doing, and at what hours. In some neighborhoods there are issues with guys running cheapo repair shops out of garages, or chop shops. Also, many times the owners will live in the front building and don't want to hear loud work going on while they're in their backyard. The concerns about oil/grease mentioned above are also common reasons.
