Satan is not a fallen angel. He was never a holy angel, and was created to do exactly what he does, which is to tempt, test, try the holy angels and sons of men, and he then accuses the ones who fall for his lies against God before the throne, and they then become his prey, for eternity, in the Lake of Fire.

And the angels who sinned by fornicating with daughters of Adam and teaching them to mix kinds, so as to provoke God, did get chained up in Sheol below, to await the day they will be cast into the Lake of Fire, as eternal "food" for the satans.

I have heard this. Some church fathers even go so far as to say that satan tempts us then accuses us,but does not really want us to fall. It's just his role.

But I am speaking here to classic evangelicals, for whom satan and Lucifer are interchangeable names of the same being.
