Luke 16:19-31 is a Parable (which is not meant to be taken literally), wherein Christ uses the doctrines of the pharisees, while talking to the pharisees, to symbolically foretell of the coming destruction of Jerusalem which happened in 70 AD, and the cutting off of Israel(the rich man clad in purple, the color of the priesthood, who had 12 brothers, the 12 tribes of Israel and the 12 brothers of Judah), and the passing of the inheritance of the blessing of Abraham's promise to the gentile nations(Lazarus, another spelling of the Name Eleazar, the gentile servant of Abraham).

The parable of Lazarus and the Rich Man is in the midst of a long line of other parables. Parables are meant to conceal information because it's not yet time to un-blind those that think they see.
Jesus spoke in parables so that his listeners would not understand Him:
"Wherefore art Thou speaking in parables to them? ... To you has it been given to know the secrets of the kingdom of the heavens, yet to those it has NOT been given." (Matt.. 13:10-11).

Not even the apostles understood these parables (Lk, 16:14)! Jesus had to explain their meaning to them in private (Mat. 13:18, 36), (Mat. 15:15), etc.
