Actually, there are people who believe that all harmful animals were Satan's creation. However, the Bible tells us that only God is the source of life. However, that would not prevent genetic tweaking would it? In fact, that's exactly what Satan did during pre-flood days and certain apocryphal books tell us that his tweaking included the animals. Curiously Genesis tells us that God considered animal flesh or life fouled by telling us that his destructive power was also directed against it.

Notice that his grievance included the animals.
About killing, please keep in mind that prior to the Mosaic Law mankind had been given specific permision to use animals as food. So the killing mentioned in the Ten Commandments did not include animals.
