From the context, it looks like it was addressed believers in the church of Laodicea, described as "lukewarm, neither hot nor cold."

They had become apathetic and did not see their own weaknesses in the church (v. 17). I believe the "I" in v.20 is Jesus and the door/knocking is symbolic of His relationship with the church. This is an invitation to replace apathy with fellowship with Christ.

Exactly, notice that the preposition is not 'into' but there are actually two prepositions 'in' and 'to' a big difference. It is talking about being in the churches midst in order to commune and fellowship with Him. This is not a verse about Jesus coming into a persons heart but being the center of the worship and life.
