If its just a date, without sex, I see no reason why a Christian cannot date an unbeliever. Lots of unbelievers have been converted because they met a Christian and started dating. got married etc etc.
Is that advice for your own teenage, Christian son/daughter? … or only for the Christian sons/daughters of others? ("It's okay to date non-believers, as long as you don't have sex with them")
Actual "dating" implies a desire and takes action - to move beyond simple friendship - or even seeking to share the Gospel of Christ with another person. Further, if one starts 'dating' a non-believer, they add an emotional component to their relationship that detracts from or diverts attention away from Jesus Christ. We all have anecdotal stories about Christians helping non-Christians open their lives to Christ. But, dating (and marriage) subject the believer to unnecessary and ill advised risks. Even one-on-one cross-gender Christian counseling is fraught with all kinds of ‘emotional risks’ … and should be avoided.
I've seen a number of your other posts and (because of the inconsistency of your response here) suspect that you responded without really thinking this one through (?)
If, you operate out of a position of love for each other.

But the most beneficial, would be in that of having toilet-paper!
Not in whether you believe, she will break a nail against your wall.
Or, scratch the paint on the surface of what you believe to be true.
Some people are butt-heads, thinking they have all the answers.

Well she flaked out this morning. She was too hungover. Oh well, it was worth a shot.
Went to brunch with a lady from church. I guess she found out from the other girl at church that I am not a virgin. First thing out of her mouth was "why do you want a Christian girl if you believe in pre marital sex?"
