After searching worldwide the artist has been located.
The name of the painting is "A Jewish Sheep Pen" and the artist is Caloy Gabuco Davao City, The Philippines.
He told the story of the Bible in 105 photos. (see image)

A side bar. Once in an assembly, I was speaking to about 600 people... college big lecture hall. I went to explain a comment I made was making fun of myself, and said, "Self Defecating" humor. The hall went silent. I did of course cover it and get out of it, making it look deliberate, but still........ WHOOSH! The things we say...
Yes, there are twelve sheep, if I counted right and a reclined shepherd in the entry way. Possible religious meaning like the 12 apostles ...apostles who are limited by the world as the sheep are by the wall. The setting is majestic, powerful looks like a valley, but the animals and shepard appear calm and unaffected. The fence is stone, so none of them are going to make it through the fence. Reality is reality after all.
