Of course they do. Why wouldn't they?

What about the children and babies that God personally ordered to be killed? Do they get into heaven any way, or are they just out of luck?

My assumption is no.

Nobody's just out of luck. If being cynical makes you happy, by all means knock yourself out. You're not going to change my mind and I'm not going to change yours, so we might as well both just accept it.

Could you explain why you feel that way?

Fortunately - for those dear, departed, innocent babies - you're wrong about everything to do with religion.

You can explain it very easily. The Law reveals it as the truth.
Genesis 6:5 (original sin)
the thoughts of the human heart was only evil all the time

Isaiah 64:6
(original sin)
All of us have become like one who is unclean, and all our righteous acts are like filthy rags

Psalm 53:3 (original sin)
Everyone has turned away, all have become corrupt; there is no one who does good, not even one.

Psalm 51:5 (original sin)
Surely I was sinful at birth, sinful from the time my mother conceived me.

Jesus revealed the same doctrine of (original sin)
John 3:6
"Flesh gives birth to flesh (original sin) but the Spirit gives birth to spirit"

John 6:63
"The Spirit gives life; the flesh counts for nothing." (original sin)

Jesus makes no exceptions when he revealed:
John 3:3
“Very truly I tell you, no one can see the kingdom of God unless they are born again.”

It kind of boggles the mind, doesn't it?

God ordered thousands of children and babies to be hacked to death with swords. It's says so in the Bible. Whether they got to go to heaven or not isn't being cynical. It's seems a perfectly valid question.

Okay. And I already gave you my perfectly valid answer: Yes, I believe they'll go to Heaven.
