Is the New Covenant for Christians only or for all men?

I need supporting Scripture for either position.

13for it is not the hearers of the Law who are just before God, but the doers of the Law will be justified. 14For when Gentiles who do not have the Law do instinctively the things of the Law, these, not having the Law, are a law to themselves, 15in that they show the work of the Law written in their hearts, their conscience bearing witness and their thoughts alternately accusing or else defending them, 16on the day when, according to my gospel, God will judge the secrets of men through Christ Jesus.

16"I have other sheep, which are not of this fold; I must bring them also, and they will hear My voice; and they will become one flock with one shepherd.

Jeremiah 31:31-34(KJV)

31 Behold, the days come, saith the Lord, that I will make a new covenant with the house of Israel, and with the house of Judah:
32 Not according to the covenant that I made with their fathers in the day that I took them by the hand to bring them out of the land of Egypt; which my covenant they brake, although I was an husband unto them, saith the Lord:
33 But this shall be the covenant that I will make with the house of Israel; After those days, saith the Lord, I will put my law in their inward parts, and write it in their hearts; and will be their God, and they shall be my people.
34 And they shall teach no more every man his neighbour, and every man his brother, saying, Know the Lord: for they shall all know me, from the least of them unto the greatest of them, saith the Lord: for I will forgive their iniquity, and I will remember their sin no more.




Considering the was no such things as a Christian when Jesus or the disciples walked the earth, I would see the new covenant for those who believe in God(YHWH), the God of Abraham, Issac, and Jacob and have placed their trust in Jesus (Yahusha/Yeshua/etc) to cover their sins and repent for salvation. Just making sure the correct names are there too in case any scared namers want to attack.

The New Covenant makes Christians, but unbelievers are under the old covenant (the law) until they come to Christ, and that's by design - the law is a schoolmaster to bring us to Christ. (Gal. 3:24)

The trick is to put the law aside when you believe Christ is your righteousness, because you can't serve two masters (Mat. 6:24), you can't put new wine in old wineskins (Mark 2:22), or be married to two husbands (Romans 7).

I'm asking because I am not sure if it is an agreement between God and His people or if it's between God and all men. If I knew for positive either way, I would not have asked.
