The Bible also notes that a rod can be be used in punishment of children. Proverbs 23:13, 14 says, "Do not hold back discipline from a boy. If you strike him with the rod, he will not die. With the rod you should strike him, In order to save him from the Grave." Yet it doesn't mean a parent harms a child to injury. Most certainly not. In fact to harm anyone to injury under the Mosaic Law meant that the one that inflicted the injury could be punished themselves. Exodus 21:26, 27. So to actually beat a child to injury is certainly not what God has in mind. Also, Proverbs notes to not hold back discipline. It also says IF you're a person chooses to use the rod. So it's not a commandment to strike your children but it is an option. Some choose other means of discipline and if it is effective then certainly use it.
I think the best thing parents can do is imitate God Jehovah's attitude. Jeremiah 30:11 says of God that He disciplines to the proper degree and in Isaiah 28:26-29 it notes that God doesn't crush people when correcting them to bring out their better qualities. Where a soft hand is needed that is what He uses. When something harder needs to happen He uses that too to bring out a better person. But He doesn't met something with a harsh hand when a gentle nudge in all that is needed. Will we be perfect at doing this? No, but we can try. Rather than looking to the striking a child because it's easier or because we are just angry.
