13. neither present your members unto sin as instruments of unrighteousness; but present yourselves unto God, as alive from the dead, and your members as instruments of righteousness unto God.

GINOLJC, let is a choice, a conditional choice which can never be made without the proper knowledge and understanding of its consequences. without knowledge of the choice, and the wisdom of God to understand the result of that choice, one will always be in bondage, which leads to destruction. the answer is in the same verses preceding, in Romans 6:3-11. consider yourself "dead" to sin, but alive to God through christ Jesus (Romans 6:11). dead men don't sin. so, consider is also a choice. after reading Romans 6:1-11, that should answer your question from 12 to 17.
