Pharisees told Jesus that Moses permitted a man to divorce his wife.

Jesus responded that "Moses wrote this law for you because you are so hard to teach."

And in another version: "Because of the hardness of your hearts, he (Moses) wrote you this commandment."

Jesus then goes on to say that divorce has not been permitted from the beginning.

QUESTION: Why would hardness of heart and/or the people's learning difficulties open the door for divorce?

Basically, "hardness of heart" indicates an unwillingness to recognize and attempt to addess the needs of the other person(s) in any conflict. Selfishness, in other words. If one or both parties in a marriage are unwilling to work nout differences, it is better for them to part. The rest of the teaching simply fails to recognize the reality of this. People are not going to just change without a basic reevaluation of their place in community. Until that happens, serial monogamy is the only rational choice.

The Greek word which is properly translated as 'hardness of heart' is σκληροκαρδίαν - sklerokardian. 'Because you are hard to teach' would be an interpretation. 'Hard to teach because you are hard of heart.'

Moses made a concession to human weakness. Quoting Dr. Walter W. Wessel, the commentator of Mark in the Expositor's Bible Commentary concerning Mark 10:5;
Jesus did not question the law. But his answer reaches back to first principles. Moses' permission to divorce (v.4) was an accommodation to human weakness (v.5). It was an attempt to bring some sort of order in a society that disregarded God's standards. But that is not what God intended in marriage. His design in creation man and woman was that marriage should be an unbroken lifelong union. Cranfield (p.319) points out that a distinction must be made between what is the absolute will of God and what the provisions are that take into account the sinfulness of man and are intended to limit and control its effects. Moses' bill of divorcement in allowing divorce falls into the second category. The rabbis mistook God's gracious provision in allowing divorce as his approval of it.

The Expositor's Bible Commentary, p.711
