No, He didn't. But He permits it to run its course. Isaiah 45:7 is not talking about evil in a moral sense. Moral evil is all that is in opposition to God. He would be in opposition to Himself if He were able to and did create moral evil. Isaiah 45:7 refers to the fact that God creates disasters, calamity. God uses those things in judgment.

Both sin and evil are the results of volitional decisions and actions on the part of moral beings in opposition to God.

Indeed, human thoughts, deeds and actions are responsible.

The enemy would love for you to believe he rules the world, as stated in the title of your thread.
He does not.

It only appears he is due to sin, and sin alone.
God works behind the scenes, ultimately defeating Satan; along with strengthening our faith in the process.

There is no battle behind the scenes, as there is no arch enemy called Satan.

Satan is still here and is the "prince of the power of the air" because God has a use for him. He tests people, God has tested all of us through the wiles of satan. Adam lost control of the whole world to satan in the garden. Jesus will buy it back in the end. We see satan operating within the parameters God sets when he is released for a short time at the end of the millenium, where he will deceive and turn people against God after living under the wondrous rule of Jesus himself for years. These people who have seen Jesus and know Him receive no hearing or grace just like the angels who fell. These who rebel at the end of the 1,000 years are simply burned up on the spot. After this, the usefulness of satan is gone and God simply tosses him into the lake of fire never to be seen again.

According to the Bible, and to Jesus' recorded words, Satan is actually the ruler of this world for the present.
John 14:30 I will no longer talk much with you, for the ruler (ἄρχων; archōn) of this world (κόσμου; kosmou) is coming. He has no claim on me,
The Greek word for ruler is ἄρχων; archōn. The Greek word for world is κόσμου; kosmou.

Biblically speaking, God made man ruler over the earth as per Genesis 1:26. But when Satan succeeded in causing Adam to sin the rulership of the world went to him. One of the reasons why Jesus came into the world and went to the cross was to take the rulership of the world from Satan. This will actually happen at His second advent when He will rule over the nations of the earth. But for now, Satan is the ruler as Jesus Himself recognized.

The reason why Satan was able to offer the kingdoms of the world to Jesus as per Matthew 4:8-9 is because he does rule over the kingdoms of the world for now. It was a legitimate offer. Otherwise it would not have been a real temptation.

Nope, he would know the potential. God has not looked at everything in the future or he would not be able to do anything but what he saw being done, thus not all powerful.

The Satan/adversary that has been created is the system that leads the people of God astray, thinking they are wise they become fools, worshipping all the signs and symbols in the bible as actual literal history
