Here's the context:

(15) And therefore He is the Mediator of a new covenant, so that at a death occurring for the deliverance of the transgressions of those under the first covenant, those who are called may be obtaining the promise of the eonian enjoyment of the allotment." (16) For where there is a covenant, it is necessary to bring in the death of the covenant victim, (17) for a covenant is confirmed over the dead, since it is not availing at any time when the covenant victim is living." (18) Whence neither the first has been dedicated apart from blood. (19) For, every precept being spoken by Moses to the entire people according to the law, taking the blood of calves and of he-goats, with water and scarlet wool and hyssop, he sprinkles both the scroll itself and the entire people, (20) saying, This is the blood of the covenant which God directs for you." (21) Now the tabernacle also, and all the vessels of the ministry he likewise sprinkles with the blood." (22) And almost all is being cleansed in blood according to the law, and apart from bloodshedding is coming no pardon." (23) It was necessary, then, for the examples, indeed, of that in the heavens to be cleansed with these, yet the celestial things themselves with better sacrifices than these." (24) For Christ entered not into holy places made by hands, representations of the true, but into heaven itself, now to be disclosed to the face of God for our sakes." (25) Nor yet is it that He may be offering Himself often, even as the chief priest is entering into the holies of holies year by year by the blood of others, (26) since then He must often be suffering from the disruption of the world, yet now, once, at the conclusion of the eons, for the repudiation of sin through His sacrifice, is He manifest." (27) And, in as much as it is reserved to the men to be dying once, yet after this a judging, (28) thus Christ also, being offered once for the bearing of the sins of many, will be seen a second time, by those awaiting Him, apart from sin, for salvation, through faith."

Look, Fundy, you don't have to speak universal to understand what Hebrews 9:27 is talking about. It is not talking about universal reconciliation.
The whole context is about the tabernacle and divine service and how the chief priest, once a year went into that tabernacle and how the approach presents could not make anyone perfect.
Then it talks about Christ coming as a Chief Priest with a greater tabernacle through His own blood rather than that of animals entered once and for all time into the holy places before God.
In verse 27, at the death of the high priest there was to be a judging or a setting right, under the law, of the people in the cities of refuge who might have inadvertently killed someone. The killer was to go free when the high priest died.
Here it is in the law:
Joshua 20:2-6 CLV `Speak unto the sons of Israel, saying, Give for you cities of refuge, as I have spoken unto you by the hand of Moses, (3) for the fleeing thither of a man-slayer smiting life inadvertently, without knowledge; and they have been to you for a refuge from the redeemer of blood. (4) `When [one] has fled unto one of these cities, and has stood [at] the opening of the gate of the city, and has spoken in the ears of the elders of that city his matter, then they have gathered him into the city unto them, and have given to him a place, and he has dwelt with them. (5) `And when the redeemer of blood does pursue after him, then they do not shut up the man-slayer into his hand, for without knowledge he has smitten his neighbor, and is not hating him hitherto;" (6) and he has dwelt in that city till his standing before the company for judgment, till the death of the chief priest who is in those days--then does the man-slayer turn back and has come unto his city, and unto his house, unto the city whence he fled..
Hebrews 9:27 is not talking about when each human of all mankind dies they experience a judging. All mankind who ever died will not be judged by Christ during the 1000 year age. They might be judged prior to the new earth at the great white throne though.
