That is saying that if you love, it is equivalent to following all of the commandments - you fulfill the entirety of the commandments at that point in time.

James 2:10 says that if you break one law, it is as though you have broken them all. Romans 3 says all have sinned. While our love for our neighbor satisfies the commands in the current time frame - it does not clear our sinful nature inherited from Adam. That's where Christ comes in.

And that is the difference between natural love that you are born with and Divine Love that you need to ask for.
Natural love will fail while Divine Love is the rock. Divine Love rids the soul of sin and the inclination to sin. Natural love does not.

With Divine Love, It covers all the commandments because as you receive more of It, your past sins and the tendency to sin will leave and all you have left is a purified soul that is unable to sin. Jesus told us all to ask and we shall receive. John and Mary Magdelane were the only two who understood before Pentecost. The others, afterwards.

Look in the book of John. It does tell you of Divine Love.
