Okay, how about Romans 2, it addresses the subject further and it still looks like its refering to everyone not just believers. The context of made verses created is to much of a grey area considering they are interchangable.
I will continue to examine the context and dig deeper but as of now I cannot share you view.
One more thing, Paul expressed that all were without excuse because of Gods overwhelming presence in all of creation, not specifically the word of the gospel but the expression of God Himself.

I am sure verse 12 is referring to everyone "else". Either they are judged or they perish. Christians are not judged by the Law, nor under the Law, nor without the Law. Christians are a new creation, adopted into the Body of Christ, without spot and blemish.

This is talking to those who know Him. Look at verse 21. There are millions who have never heard of our God, so this cannot be applying to them. So, by reasonable logic, it must be talking about those who do know Him. Verse 18 confirms this, as well as verse 21, as well as verse 25. These people did this willingly. Knowingly. We cannot look at those who do not know God, and apply these verses to them,,,because they do not know.
