I like to read the bible, specially the book of Romans.

Does that exclude other books? Does my sentence contrast the bible and Romans or am I just stating I like one in particular?

Believers are special... no argument there but 1 Tim 4 doesn't contrast anything it simply singles out believers as being "specially saved".

You must be reading into the sentence... I don't see your point.
