I'm not asking whether it will be a financial success, I'm wondering if it is a net positive for the city. I'm sure like most big projects it received some type of subsidy... if so could better projects been encouraged with that money. Better for a downtown to fill in it's vacant lots with several mixed use 4 or 5 story buildings than one sky scrapper. And from what I've always understood, Cleveland certainly has it's share of vacant lots.

Are you kidding? No developer in his right mind would put up a building unless it is going to make money.
