We are moving to Wyoming this Summer from the Cleveland area and have looked at a few projects in our new house. It seems all of the local referrals for trades are quoting at a premium price or else the market is significantly different in Wyoming/Cincinnati area. Are there any recommended landscapers and/or painters who are reasonable and reliable?

We just moved back to Wyoming from Cleveland (Rocky River). We used to live here a few years ago, and moved back last week. I highly recommend joining the NextDoor app. You can find it at nextdoor.com or in the app store. Wyoming has a very active neighborhood group. You will get tons of recommendations from all your new neighbors.

I have found Cincinnati area tradesmen to be extremely high priced relative to Boston.

I have also found them to be high relative to service I have received in other cities. I have found a couple good people that I can refer. I will DM you.
