The last three times I have booked flights from Chicago to Cincinnati (in the last 30 days), it has been $75-100 cheaper to fly into SDF or CMH from ORD.
Sure they have cut prices into CVG but fares are down significantly in MOST markets.

Delta has screwed Cincinnati again. OK, there are some price cuts. But they still claim the gates which keeps any other airline from competing. They have no flights, but they still tie up the gates claiming to be a "hub." They are not a hub. Just look at their arrivals and departures on the board over at CVG. Most gates have one or two flights a day. And the number of direct cities served is about 10% of what it was 5 years ago.
Delta has been a bad corporate citizen to Cincinnati and continues to do so.

The last market research that I saw has Cincinnati as 2nd most expensive - after Anchorage, AK. And that was in the last three months.
The most recent report from the US Department of Transportation issued on January 28, 2009 had Cincinnati having the highest average fare at the top 100 airports.

In general, large hubs without a significant presence of a low-cost carrier have the highest rates.
Salt Lake City, one of Delta's other hubs, used to be one of the highest ... until Delta provoked SLC's largest travel agent into forming an airline which was later sold to Southwest.
