I ate ate Aquarium Cafe when at Belterra the first time. It was a while back, but the service was awful and the steaks were overcooked. We had some crab legs that my friend loved, but I thought tasted fishy {and the "melted butter" was not melted}. I don't know if they have improved. It was a few years back. The atmosphere is bright and energetic, not romantic. I thought the food was over-priced for the lack of quality. I would go with Ruby's. It is consistenly good, and the atmosphere is much more condusive to celebrating an anniversary..
