Houston would have to reach San Francisco and Boston's level first. Then, they would have to reach Chicago's level. Then they would have to reach LA's level. THEN, then would have to reach New York's level. Point is it is going to take decades for Houston to reach NY or LA and even LA is not at NY's level.
