Using this logic, Miami also has better public transit than Portland since they also have heavy rail.
Baltimore may have a subway, but hardly anyone uses it - you'll hear lifelong Baltimoreans say, "We have a subway??" and they're being serious; they really don't know it's there. Baltimore still is a very a much a "transit is only for those who can't afford a car" type of town. Portland meanwhile has many more "choice riders" and is renowned by urban planners across the country for it's public transit. Portland also has a bicycle culture that blows away anything Baltimore has.
There's a lot of things that Baltimore does better than Portland (architecture, density, overall urban environment), but transit isn't one of them.
Actually, the subway is the most used transit in Baltimore with 57,600 daily riders, but because it doesn't serve enough of the geographic region, you will hear people ask that question. "hardly anyone uses it" is a bit of a ridiculous comment.
My sister was in Baltimore today and said the heat was in the high 80s and humidity killed her. On that alone, no matter what the city, I'd pick Portland.

I think the real question (from a "young professional" white guy is: Dude, what city rocks?) i.e. Portland. I'm sure Portland is nice and all, but I am damn sure it's no Baltimore. Everybody talks about all the murders in B-more. If you aren't "in the game" and your domestic life is well, I don't think you will be murdered any time soon.
I guess "green" in Portland has a lot different meaning than "green" in B-more!!! HA!
my guess is that Portland has a better light rail system than Baltimore's light rail plus subway
it's more comprehensive. though not sure if Portland has commuter rail.
Baltimore can get really humid and really cold though snow can be a plus depending on your pov.
Portland doesn't get humid but not much snow and has the gray thing going on for most of the year,
Baltimore is more urban but too many sketch neighborhoods and lack of good public transportation hinder the urbanity.
not sure about foodie scene. guessing portland has more in the way of immigrants. i do know portland is known for it's microbrews. some diverse burbs of dc are a 30-45 min drive to the south. Howard County, MD in the Baltimore MSA has a decent asian population.
architecture: baltimore, it's an old NE/MW Industrial stalwart around during colonial times. I don't think anything in Portland can beat the combo of Mount Vernon/Roland Park/Guilford/Bolton Hill/Reservoir Hill/Fells Point/Federal Hill/Homeland/Canton/Patterson Park
