North America? I'll go with Montreal, unless we're counting the Caribbean part of this, then you could make the case for a few places there and I guess also places like kauai in Hawaii. I'd say that Montreal or Quebec City is about the closest you will get to the Paris feeling within North America.

Walking along The Embarcadero at sunset with seagulls squawking. The lights of the City reflecting on the Bay. Fog horns bellowing in the distance as a thick white blanket spills over the deck of the Golden Gate Bridge. A single dim headlight and a distant, clanging bell as a cable car descends Hyde Street. Warm glows from cafes against gray sidewalks, with clinking glasses, Jazz and muted conversations by open windows and curbside tables. The ringing of the hour from the Ferry Building echoing through the streets. Twinkling city lights climbing up hillsides. A violinist at the Embarcadero Station. The smell of fresh sourdough and eucalyptus on the breeze. A stroll to the end of a pier, watching a ship slowly pass under the bridge and disappear into the fog. The hum of the City lingering in the air, set against the lapping of small ripples on the Bay. A glass of wine or gelato at a cafe on Columbus. The cityscape from Twin Peaks. A carriage ride through Golden Gate Park. An evening stroll around the Palace of Fine Arts. Cocktails at Top of The Mark. Moonlit waves crashing at Ocean Beach.
in other words you know next to nothing about Hawaii. Drive the heavenly road to Hana on Maui and then get back to me.
Or maybe you should try an understand the gist of someone's argument better. Never did I say that's all there is to Hawaii. He was saying that NYC is only makes the romantic list because its popular. Hawaii is popular for those exact things.

I have and I am open minded enough to get that it's not going to fit everybody's criteria for romance.
For others, it may be Central Park that takes it, some the Golden Gate Bridge, others Coronado Island. But for me, there's no other place I'd rather be than Oahu.
I've been to Las Vegas 3 times and want to go again. Not just the casinos and entertainment but for the surrounding area as well with endless outdoors opportunities.
Other cities I'd visit again and again include anywhere in the Florida Keys, Savannah, and New Orleans. I don't really feel that kind of attraction toward New York, Chicago, or LA.
For me, it's Quebec City bar none. I cannot think of a more romantic urban weekend in North America than staying at the Chateu Frontenac and walking around Vieux Quebec. The scenery is gorgeous, the architecture is outstanding, the food and cafes are wonderful and the nightlife is fun. The Quebecois culture and the French language both add to the atmosphere.
San Francisco definitely gets an honorable mention. It's a great city for couples. My ex and I once packed some food and wine and went up to Telegraph Hill at night and drank and took in the scenery. It's a beautiful city and perfect for a romantic getaway.
Montreal offers a lot of what Quebec does, but I don't think it's quite as "cute" as Quebec. Definitely in the top of the pack.
New York City has so many famous beautiful places that it is definitely near the top of the list as well.
Savannah is a good dark horse candidate.
seasonal: D.C. in the spring time and Boston in the fall.
I do agree that DC in springtime is unmatched by any other spring place. I say this because even in tropical places, they look the same year round. DC's cherry blossoms are stunning.
