Take it with a grain of salt, projections may or may not ever come to reality. Especially because the future is that of the unknown, it's all fair game anything can happen between now and then.

Dear freakin gosh, I hope that never becomes a reality in my lifetime (for Texas I mean)

California only has 36 million not 45. He is saying that the North East population of 45 million lives in an area the size of LA and San Diego CSA's.
