So does Pittsburgh. Most of Pittsburgh's resurgence has occurred in spite of its political "leadership."

Not really while Pittsburgh's leadership is nothing to right home about they have enacted plans for each of the Ghetto's Look at

East Liberty
Garfield
North Side
LOLA
The Hill

While these are still Ghetto in many areas you can clearly see the shift for the better.

The City has a strong hand in these Ghetto's resurgence....Unlike Philadelphia where its leaders only Care about Center City....that's all that matters River 2 River and Spring Garden to Washington anything outside those borders is every man (neighborhood) for themselves. Even famous Chestnut Hill does the political leaders bat an eye for.
