Based on the limited info you gave... Austin??
It's hard to say.
People always try to say that Nashville's music goes beyond country... but outside of country or christian music.... I don't think the scene/industry is any different than any other city- maybe even less.

The country and christian music industry is based here...so yeah, there's plenty of that. However, I don't listen to either of those genres and I could keep myself busy every night of the week. I have LOTS of friends who are professional musicians and through them I've seen just how big and diverse the scene is here.
I was born in Tx. Spent a lot of time getting around, and in the early-mid 70's I was living back in Texas, about 1 1/2 in Austin, and 2 in Kerrville.
Tennessee has never quite caught the feeling of 'singer-songwriter; that Texas has. Texas music was the great leader in stylistic changes in music. If it were possible, and you could go back in time, it would be an easy show-N-tell. But, rest it to say tat almost everyone who got rich in TN has launched in Austin.
6th Street just has a sound of its own. Even the Great Nashville pickers have the style of Texas music inherent to their music. Willie couldn't 'make it' in Nashville. So ..... he moved to Austin and kicked butt! Delbert McClinton, Stevie Ray Vaughn, Fats Domino, and a gazillion more might have lived all over the place, and recorded in Nashville. BUT, they recorded the Texas sound.
Nashville, lots of songwriters/musicians go to Nashville from even LA b/c of good opportunity there. Might not be the music you want but you could be working in the industry, getting gigs playing guitar, etc.
Nashville. I've got no dog in this fight, not from either area. You might have fun in Austin, but you have a better shot of being discovered in Nashville.

Really? A lot of popular musicians have either started in Nashvile or choose to Live and work in the city. Nashville is definitely the place for a career in music. However every other musician thinks that and the city is pretty saturated so you have to be really good and commit yourself to networking to be recognized.
Some Nashville based artists...
Kings of Leon
Ke$ha
Ben Folds
The Raconteurs
Young Buck
Framing Hanley
And more...
Give Austin a try! Nashville is inundated with guys and gals stepping off the buses, guitars in hand ...
