In my opinion it should be considered a beta world city. I know it is rife with crime and political corruption, but so is Rio. The dark ages of the 80's and 90's are long gone.
It is the most visited because Pennsylvania is one of the largest swing states.

To say a mega metro like Dallas is 4th tier is ridiculous.

Folks, let keep it 100.

5 million+ should qualify as Tier 1.

Tier 1:
New York, LA, Chicago, SF, DC, Boston, Philadelphia, Dallas, Houston, Atlanta, Miami, Detroit
