Pittsburgh, Rochester, Syracuse, Buffalo, Cincinnati to name a few. Most of them are evolving from rust belt cities to a more 21st century economy. Hopefully the rust belt will be nonexistent in 20 years.

Pittsburgh is the leader of the pack - Is Chicago even part of the Rust Belt?

Chicago was definitely rustbelt until it pulled itself out in the 1990s.

You could say Milwaukee but I think it has graduated from the rust belt now.

My vote would go to Pittsburgh or Syracuse.

Well if Indianapolis is considered rust belt, I would say it comes 2nd after Chicago.
