Default Which city was most affected by Katrina Criminals?

Most of the New Orleans criminals are now causing crime in the cities they relocated to after the storm.

If they're still there after all of this time, they're your problem now. Deal with it. They are no longer New Orleanians. We'll deal with those that have returned.
