I've dated mostly white men here in California, and never had a problem finding them. I asked this question on another site and they said near military bases, Minneapolis was a haven for this and Seattle. I think any major city you could do okay.

Personally, San Diego is very interracially friendly. Los Angeles as well. I have heard that Seattle is a very welcoming place.
