Chicago's a great biking city (I'm a biker). Haven't been to Seattle, Minn, or Portland though.
The thing that makes Chicago a great biking city is the lakefront trails, flatness of the city, and its density. I can bike from my apartment 4000 N all the way downtown in 20 minutes because of the lakefront trails.
Would like to bike in some of the other cities though. You take in so much more of a city when you bike or walk it.
Minneapolis and Portland generally are the top two battling it out for "best biker" city status (with Minneapolis getting the edge in 2010), although there are certainly many other good biking cities out there as well. The winter weather is definitely a negative in Minneapolis (Chicago, too, for that matter), yet amazingly doesn't seem to stop many hard-core bike commuters. More casual or recreational bikers apparently don't find it fun to bike in sub-zero weather. I suppose if looking at per capita numbers one would have to define a biker -- people who own a bike? Who use a bike to commute to work? Who bike once in awhile?
I've heard good things about Davis and its bike infrastructure.
