When metro's pass a couple of million people they are far from undesirable.
Anyway it is clear that you do not know, or have never been to, Houston. Houston is COVERED in trees and gets more rain than most other cities.
I too am surprised at the cities on the list. However I'm not surprised to see Dallas or Houston on it. For whatever reason most people have a generally negative perception of Texas and its largest cities. Of course we do have some undesirable features (very hot for 4 months and flat) but we have many other very positive features that I feel outweigh the bad.
My wife is from Europe and I can't tell you how impressed all of our visitors over the years have been with Houston and Austin areas. We've had folks that now skip NY or Chicago to come visit us in Texas. Maybe it's still the "W" affect that has people scared of us or the "statistics" that so often paint us in a bad light. I wish we could turn around people's perception of our cities!

most of it is ignorance. They believe Texas is like what they see on TV shows like Dallas.

My point exactly. The people who DO come visit see Texas is not like the cow towns they see on TV
From the list Phoenix is probably the only city I would not live.
