There is nothing remotely top tier about Atlanta. At least not yet. The core city is way too small compared to the metro. There is not enough business/financial nor industry/manufacturing to bring into tier 1 or even tier 2. It is def. top of tier 3.
Atlanta is the de-facto capital of the American South--a significant world region that functions somewhat like a separate country.
Atlanta is the capital of the Southeast, keyword being the eastern part of the south. I mean do you really think a city in western Louisian is going to be influenced more by Atlanta as opposed to Houston, just because Atlanta is the capital of the south. Atlanta's reach is limited to a portion of the south, mainly the southEAST, because in the American South, there is more than one major city, albeit Atlanta does hold the greatest influence among the souther states, but Houston, Dallas, and to a lesser extent, Nashville/Memphis and Charlotte all hold some influence on the true American South: LA, AR, TN, GA, SC, NC, MS, and AL.

Additionally, there are missile silos that are a part of our national defense system located in metropolitan Cleveland.
